To cross the border between the Republic of Belarus and the Russian Federation, foreign citizens must:
1) have 2 visas - a visa of the Republic of Belarus and a visa of the Russian Federation
Even if a foreigner is a citizen of a country that is subject to a 30-day visa-free regime, they still need a Belarusian visa to enter Belarus from Russia. The same rules apply for entry from Belarus to Russia.
2) use only air transport for travel
Foreigners can not cross the borders by car, train, or bus, even if they have visas of Belarus and Russia.
There is no border control at the Minsk National Airport for flights from Russia. Passengers must keep their ticket and boarding pass and present them at passport control upon return.
In May 2017, Russia transfered the departure and arrival of Belarusian flights to international terminals and introduced border controls for passengers.
Transit for foreign citizens through Belarus to the Russian Federation is only possible at the Tri sestry checkpoint. All other checkpoints are not equipped for crossing by foreign citizens, so transit is not possible there.
